European Union and Asia-Pacific political dialogue: addressing geostrategic and security challenges

The Asia-Pacific region is not only the world’s largest and most populous, but also home to some of the fastest growing economies in the world. At the same time it is also a region with complex security hotspots, such as tensions on the Korean Peninsula or maritime disputes in the East and South China Seas. The United States and China compete for economic and military influence in the region, affecting the balance of power and security dynamics on a global scale.

In recent years, the European Union (EU) has become a key trading partner for most countries in the Asia-Pacific region and aims to play a relevant role in the stability of the region. Since its pivot to Asia in 2012, the EU has been trying to step up its security role in the Asia-Pacific by boosting cooperation with the ASEAN countries and other strategic partners. EU strategy also includes participating in multilateral forums, such as the Asia-Europe Meeting (ASEM), the ASEAN Regional Forum (ARF), the Indian Ocean Rim Association (IORA) and the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP). The EU’s 2018 Strategy on “Connecting Asia and Europe” aims to provide financing and  establish connections to promote partnerships based on agreed rules and standards, including transparency, procurement, environment protection, safety, security, social and individual rights.

Drawing on these dynamics, a number of pressing questions present themselves:

  • What are the reasons for the EU’s growing interest in Asia Pacific security?
  • What are the major risks and threats taken into account by the EU in its security policy towards the region?
  • What will be the impact of China’s Belt and Road Initiative on EU’s space of influence in the Asia Pacific region?
  • What is the scope of the EU’s support in conflict prevention and in home and justice affairs (asylum, irregular immigration, terrorism, arm trafficking)?
  • To what extent and with which tools does the EU-Asia Pacific dialogue contribute to the promotion of democracy, good governance and the rule of law?
