Turnout and Fractionalization

Using aggregated data from 22 countries and individual data from Catalonia and Madrid (Spain) and Quebec and Ontario (Canada), this paper shows that ethnolinguistic fractionalization decreases turnout and reveals the mechanism through which social heterogeneity lowers civic duty. We conclude that cross-national studies of turnout suffer from a severe omitted variable bias as fractionalization has been largely ignored.
